HBA Specto Incorporated is involved in consulting projects in Canada and the USA. Some of those projects are summarized below.

Development of a spatial economic analysis model for Alberta: 2014-Present
Development of a spatial economic forecasting model for Alberta Transportation.

Development of PECAS software: 2005-Present
Ongoing design and development of the PECAS software, consisting of a spatial economic allocation system which is used to forecast the locations of households and industries and their relationships, and a land development system for forecasting the actions of property developers.

Oregon Transportation Land Use Model Improvement Program: 2000-Present
Technical leader on program to design, develop, calibrate and apply new spatial economic models of the state of Oregon, including MEPLAN and PECAS land use models. Application of these models in policy analysis including new interstate roadway programs, bridge repair programs, urban growth boundaries and regional-level transportation plans.

Sacramento PECAS Model: 2007-2009, 2012+
Technical leader on development of PECAS model for the Sacramento Region. Processed IMPLAN input-output economic matrix to determine core relationships in PECAS, processed PUMS and Census data to develop representation of labor markets and housing markets, established transport cost functions for various goods, service, labour and personal movements, developed a synthetic representation of base-year built form to overcome categorical and other inconsistencies.

San Diego PECAS Model: 2007-2013
Technical leader on development of PECAS model for the San Diego Region. Developed incremental version of the PECAS model, established rent model based on observed data and detailed locational attributes. Provided advice and assistance for the processing of data on employment, land use regulations (zoning), land cover, census, travel model outputs, development permits, tax assessors records, real estate transaction history, school and other special generators, transportation cost data, import and export quantities and directionality by commodity, and others. Setup and installed software system and database design.

California PECAS Model: 2007-2010
Technical leader on development of PECAS model for the state of California. Worked with the University of California at Davis to train staff, students and post doctoral fellows in the development of PECAS. Developed grid-cell based representation of the state. Processed census data, elevator permit data, InfoUSA employment data, building permit data, commercial data on sales transactions and valuation assessment. Set up calibration scripts to establish dispersion parameters and constants for the various random utility models in PECAS. Developed and ran population synthesizer to synthetically generate a complete population for California and complete employment inventory for California. Liaised with client agencies and other funders.

Atlanta PECAS Model: 2007-Present
Technical leader on development of PECAS model for the Atlanta Region. Worked with staff at the Atlanta Regional Commission to bring together parcel data from 20 disparate counties and reconcile with employment, zoning, and census population data. Developed transportation cost coefficients for categories of goods, services, labour and personal trips. Presented PECAS theory and practice to stakeholders and decision makers.

Baltimore PECAS Model: 2007-2012
Technical leader on development of PECAS model for the Baltimore Region. Starting from a partially built TRANUS model, developed input-output matrix of the Baltimore economy and integrated the PECAS framework with the Baltimore Metropolitan Council (BMC) travel model. Calibrated the behaviour of persons and firms in terms of the labor markets, the real estate markets, and the flows of goods and services between firms and to households. Calibrated the behaviour of developers. Compared policy scenarios and prepared BMC staff for running the model for policy analysis.

Calgary Travel Model Development: 2000-Present
Expert advisor to client on continuing model development and application of state-of-the-art urban region travel model., including development of EMME-based model of household travel with elastic trip generation, destination choice, time of day choice, mode split for 9 alternative modes, and peak spreading using a nested logit structure. Design and application of a micro-simulation model of tours by urban commercial vehicles.

California Travel Model Development: 2009-2014
Project manager for design, development, calibration and application of 5,200 zone state-wide travel model including disaggregate tour-based short distance personal travel and commercial vehicle models; long distance personal travel model; long distance commercial vehicle model based on PECAS model commodity flow output; and external vehicle trip model. Development of associated transportation networks, including “synthetic” approach to representation of short distance bus transit service to complement explicit coding of local and regional rail and air service.
